2. UNHCR and community development: a weak link in the chain of refugee protection?
Source: United Nations High Commissioner for Refugees (UNHCR)
In its Executive Committee conclusions, organisational structure and policy statements, UNHCR has expressed its commitment to a community-based approach. But the organisation's justification for such an approach has only been made in general terms. UNHCR has not clearly articulated how such an approach relates to UNHCR's core mandate of refugee protection, nor has it explained how one might assess the impact of community development upon refugee protection. The relationship of community development to resource allocation also remains under-explored. As a result, UNHCR managers do not know how much to invest in community development or what results to expect from this investment.

3. Trends in South African income distribution and poverty since the fall of apartheid
Source: AfricaFocus Bulletin
This report presents a detailed analysis of changes in both poverty and inequality since the fall of apartheid, and the potential drivers of such developments. Use is made of national survey data from 1993, 2000 and 2008. These data show that South Africa's high aggregate level of income inequality increased between 1993 and 2008. The same is true of inequality within each of South Africa's four major racial groups. Income poverty has fallen slightly in the aggregate but it persists at acute levels for the African and Coloured racial groups.
3. A report on women's leadership on climate justice
Source: Mary Robinson Foundation and Realizing Rights: The Ethical Globalization Initiative
Climate justice must be linked with development, including issues such as food security, health (especially malaria), energy, income, water and sanitation. There needs to be greater connections made between climate change and the MDGs, and between NAPAs and PRSPs.
The gender dimension must be explicitly included and considerably strengthened within sub-topics of climate change policy such as financing (including climate funds), NAPAs and REDD.

5. Abuse of migrant workers with Kuwait sponsorship system
Source: Human Rights Watch
This report describes how Kuwait migrant workers become trapped in exploitative or abusive employment then face criminal penalties for leaving a job without the employer's permission. Government authorities arrest workers reported as "absconding" and in most cases deport them from Kuwait - even if they have been abused and seek redress.
